<stepDesc>Mapped Boundary Survey Markers: as a first priority, state and county boundaries were snapped to available 2004 LSIS Geographic Coordinate Data Base (GCDB) Measured Coordinates corresponding to the mapped boundary survey markers depicted on USGS 1:24,000 topographic Digital Raster Graphic (DRG) images. All other mapped boundary survey markers were digitized on-screen at minimum 1:8000 scale before snapping, including those where the horizontal discrepancy between the mapped position and GCDB position was considered large enough to render the GCDB position of doubtful correlation. Additional GCDB Measured Coordinates (or, when necessary in a few cases, Calculated Coordinates), apparently corresponding to boundary survey mile markers not depicted on the USGS maps, were also used for snapping when consistent with the pattern of mapped mile marker locations.</stepDesc>
<stepRat>Provided a baseline dataset tied to located legal survey markers mapped at 1:24,000 or larger scale.</stepRat>
<stepDateTm>12/9/2013 12:00:00 AM</stepDateTm>
</prcStep>
<prcStep>
<stepDesc>Public Land Survey System (PLSS) coordinates: when not otherwise controlled by mapped boundary survey markers, all boundary segments legally tied to units of the Public Land Survey System (PLSS) were snapped to the appropriate 2011 PLSS data obtained from the BLM Cadastral National Spatial Data Infrastructure (CADNSDI). In a few cases, state boundary segments were also snapped to the GCDB coordinates of surveyed PLSS corners when such corners were consistent with the mapped boundary, but clearly inconsistent with the straight line between the nearest mapped boundary survey markers.</stepDesc>
<stepRat>Tied PLSS-based legal boundary descriptions to best available PLSS spatial data when not first constrained by located boundary survey markers. Provided control for State boundary segments surveyed via the Public Lands Survey System where boundary survey marker data were unavailable or inadequate.</stepRat>
<stepDateTm>12/9/2013 12:00:00 AM</stepDateTm>
</prcStep>
<prcStep>
<stepDesc>Hydrographic control: when not otherwise tied to the above controls, boundary segments legally tied to the divide between adjacent watersheds (portions of the Eureka/White Pine, Churchill/Lander, Alpine, Mono, and Inyo county boundaries) were replaced with the appropriate watershed boundaries contained in the 12-digit HUC layer of the 2013 National Hydrographic Dataset (NHD). Accuracy of these boundaries to at least 1:24,000 scale were verified visually against the USGS Topographic map DRG images. Boundary segments legally tied to drainage courses (Clark County along the Colorado River, Washoe/Storey counties along the (historical) Truckee River, and Carson City/Lyon County along Eldorado Canyon), were re-digitized using the most appropriate combination of GCDB data, USGS map images, and 2010 NAIP aerial imagery.</stepDesc>
<stepRat>Tied Hydrology-based legal boundary descriptions to best available Hydrologic spatial data when not first constrained by located boundary survey markers.</stepRat>
<stepDateTm>12/9/2013 12:00:00 AM</stepDateTm>
</prcStep>
<prcStep>
<stepDesc>Legal boundary descriptions: all boundaries were verified against the legal descriptions contained in Nevada Revised Statutes Chapter 243 (NRS243) as updated through 30 June 2013, and in the Carson City Charter of 1969 as revised in 1977 (accessed 2013). All otherwise unsurveyed or indefinite boundaries, and a few other mapped boundary segments in clear conflict with their legal descriptions (such as the northern Carson City/Washoe County boundary near Highway 395, and the Lyon/Mineral diagonal) were re-digitized directly from geometric interpretation of their legal descriptions, supplemented with map and aerial imagery as appropriate. Arcs and point locations (many historical) digitized as part of this process step, along with the complete 1873 Von Schmidt boundary survey line, are maintained in separate shapefiles available on request from the Nevada Natural Heritage Program.</stepDesc>
<stepRat>Brought all remaining boundary segments into consistency with their legal descriptions. Data specially digitized for this step were preserved for future reference.</stepRat>
<stepDateTm>12/9/2013 12:00:00 AM</stepDateTm>
</prcStep>
<prcStep>
<stepDesc>Latitude and Longitude control: boundary segments tied solely to an enumerated latitude or longitude with no available surveys or other control data (and generally mapped as "indefinite" in position) were tied to the positions of those latitudes or longitudes on the North American Datum of 1983 (NAD83). Example: the Humboldt/Elko County boundary.</stepDesc>
<stepRat>Ensured the fewest possible logical assumptions in tying legal boundary descriptions to the best available spatial data.</stepRat>
<stepDateTm>12/9/2013 12:00:00 AM</stepDateTm>
</prcStep>
<prcStep>
<stepDesc>Interpolation between control points: vertices not derived from any of the above controls were removed from the data set. When a node at the intersection of different boundary segments was not defined by a control point, the node was re-created by re-intersecting the boundaries via geometrically appropriate projection from known control points. Then, for purposes of more precise digital map rendering, when the arc between adjacent control points exceeded 7.5 minutes of latitude or longitude along a boundary segment, such segments were arbitrarily densified with additional vertices separated by 5 minutes or less of latitude and/or longitude. Densified boundary segments legally tied to a "due west" or "due east" arc, or other arc of constant latitude, were densified along that latitude. All other densification was along Great Circle arcs between adjacent control points.</stepDesc>
<stepRat>Ensured accurate position and display of the dataset at 1:24,000 scale when rendered in different projections.</stepRat>
<stepDateTm>12/9/2013 12:00:00 AM</stepDateTm>
</prcStep>
<prcStep>
<stepDesc>Pending legal boundary changes: minor authorized adjustments to the common boundary between Washoe and Storey counties remain to be finalized by the governments of those counties, and are not reflected in the current data set, which depicts the boundary as of 30 June 2013.</stepDesc>
<stepRat>Did not attempt to anticipate legal outcome of boundary changes currently pending.</stepRat>
<stepDateTm>12/9/2013 12:00:00 AM</stepDateTm>
</prcStep>
<prcStep>
<stepDesc>Adjacent surrounding counties: all of the above steps were performed, to the extent available data allowed, for the adjacent counties of surrounding states. Only Mono and Alpine counties of California could be completely processed; all others conform to the above process steps only near the Nevada border.</stepDesc>
<stepRat>Provided accurate intersections of Nevada counties with adjacent surrounding counties.</stepRat>
